Our Mission

Actions Rules exists to produce historical wargame rule systems that take the history seriously without sacrificing playability. Every rule in every system has a historical justification. Every mechanic has been tested against the record. We believe that the best wargame rules teach you something about the period they cover — and that learning should happen at the table, not in a library.

Lee Thomas Sowers is the designer behind Combat Action Command, Skirmish Actions, and America's Olde West, bringing over 50 years of experience in military simulations to every system he publishes. A graduate of Rice University with honors in computer modelling and original research in Conflict & Hegemony, Lee has taught tactics to SWAT teams and military personnel, directed First Battle of Fulda Gap simulations for U.S. Army Reserve units, and served as a college professor in computers, marketing, and accounting. His analytical work has been consulted by the Mosher Institute for International Policy Studies, and he has presented anti-terrorism studies to Congressional committees. Lee is currently developing Army Actions Rules and Famous Naval Actions — including simulations of a Chinese invasion of Taiwan. History

A Brief History

Actions Rules was founded in 1986 with the publication of the first edition of Combat Action Command. What began as a set of rules photocopied and distributed at conventions has grown into a catalogue of five major systems, each covering a distinct period and scale of historical warfare. The rules have been translated into four languages and are played in over thirty countries.
